That’s right. Since we are not Jesus, none of us have reached perfection this “loving your neighbor business.” But through the power of Christ’s blood we have done a lot more in this area than we could ever do on our own. Someday after we are ressurrected forever our war against the flesh will be over and we will be able to live this law effortlessly, because it will be our only nature (our sin nature being gone).
